In a proactive move towards disaster preparedness, the 3rd Infantry (Spearhead) Division of the Philippine Army actively engaged in the fourth-quarter Nationwide Simultaneous Earthquake Drill (NSED). The exercise took place at General Macario B. Peralta Jr., Jamindan, Capiz, on November 9, showcasing the division’s commitment to enhancing its Humanitarian Assistance and Disaster Response (HADR) capabilities.

Hands-On Training
During the drill, Spearhead Troopers kicked off the event with a ceremonial sounding of the alarm, marking the initiation of the crucial “duck, cover, and hold” procedure. This vital exercise unfolded at key locations, including the Signal Battalion, the Command Building, and the Division Training School. Notably, tabletop exercises were also conducted, focusing on decision-making procedures in various disaster scenarios, such as building collapses and drownings.
Assessing Readiness
The NSED served as a valuable opportunity for the 3rd Infantry Division to evaluate its HADR capabilities, heighten personnel awareness of earthquake safety procedures, and test the preparedness and reliability of communication equipment. In a press release dated Friday, November 10, the division emphasized the significance of the drill in ensuring the effectiveness of their disaster response strategies.
Safety Protocols
Participation in the drill reinforced the importance of following specific safety protocols during earthquakes. Spearhead Troopers were reminded to remain calm, execute the “Duck, Cover, and Hold” procedure, stay alert for potential threats, and avoid hazards such as glass windows, shelves, and heavy objects. Post-earthquake, the troops were instructed to exit buildings promptly and move to designated evacuation areas, steering clear of potential dangers like buildings, trees, electric posts, and landslide-prone areas.

Wider Impact
The Nationwide Simultaneous Earthquake Drill extends beyond military readiness, providing a platform to assess the effectiveness of readiness, response, and recovery plans for local government units, government offices, and schools. This quarterly initiative is part of the government’s broader efforts to promote disaster preparedness and resilience within communities.
Commander’s Perspective
Maj. Gen. Marion Sison, Commander of the 3rd Infantry Division, emphasized the drill’s significance in enhancing disaster preparedness, resilience, and awareness among troops. Beyond the immediate response to earthquakes, the exercise serves as a critical evaluation of the division’s contingency plans, ensuring the readiness of both personnel and equipment for humanitarian assistance and disaster response operations.

As the Philippines continues to face seismic risks, the proactive involvement of the 3rd Infantry Division in the Nationwide Simultaneous Earthquake Drill underscores the military’s commitment to safeguarding lives and contributing to broader community resilience. The quarterly drills serve not only as a testament to military readiness but also as a crucial component of the nation’s holistic approach to disaster preparedness.
