La Carlota City in Negros Occidental is gaining international recognition as experts from the United Kingdom visit the city to examine its innovative bamboo-based housing program—an initiative that could influence future sustainable housing policies both in the Philippines and abroad.

The city recently welcomed Clement Glenisson and Alice Grogan from the International Institute for Environment and Development, who arrived to study how La Carlota’s housing approach integrates climate resilience with environmentally sustainable construction. Their research focuses on the city’s adoption of bamboo technology as a durable and practical solution for disaster-resilient communities.

Mayor Jose Luis Jalandoni met with the visiting researchers on March 16 to discuss how the city’s housing initiatives have created meaningful social impact while addressing the growing need for climate-adaptive infrastructure. According to the city government, the study aims to explore how local innovations can help shape broader housing strategies.

“They are studying how these local models contribute to sustainable construction and climate-resilient housing. The findings from La Carlota will serve as a guide for future housing initiatives across the Philippines and the global community,” the city government said in a statement.

Bamboo Homes Designed for Disaster Resilience

At the center of the research is the Luis Jalandoni Village, locally known as Jacky Ville, located in Barangay Ayungon. The community consists of 100 housing units built using cement bamboo frame technology—an alternative construction method designed to withstand natural hazards common in the Philippines.

City Planning and Development Office head Jose Ainar Apdol provided technical insights to the visiting researchers, highlighting how the bamboo-based structural system improves durability while keeping construction environmentally responsible.

Unlike traditional housing materials, the cement bamboo frame system has proven to be highly resistant to typhoons, earthquakes, fires, and insect infestation. This makes it particularly suitable for communities frequently exposed to extreme weather and other natural threats.

Collaboration for Sustainable Housing

The project was made possible through partnerships between the La Carlota City government and several organizations committed to sustainable development. Key collaborators include Habitat for Humanity, Base Bahay Foundation, Hilti Foundation, and the provincial government of Negros Occidental.

Through this collaboration, the city has demonstrated how local governments can work with international organizations and development partners to create housing models that are both affordable and environmentally sustainable.

A Legacy Behind the Housing Project

The Luis Jalandoni Village Project was named in honor of former La Carlota mayors Luis “Nonoy” Jalandoni Jr. and Luis “Jacky” Jalandoni III. Both leaders were recognized for their commitment to public service and their contributions to the city’s development.

As global interest in climate-resilient housing continues to grow, La Carlota’s bamboo-based initiative may soon become a reference model for communities looking to build safer, greener, and more sustainable homes.
