QUEZON CITY — The Philippine Institute of Volcanology and Seismology (PHIVOLCS) published two direct-contracting requests on October 12, 2026, with combined approved budgets of ₱12.1 million, for instruments used to measure subtle changes in ground tilt.
The agency is seeking ₱4.6 million in borehole tiltmeters under procurement reference 420260906716-0-1 and ₱7.5 million in replacement electronic tilt systems under reference 420260906713-0-1. Both notices schedule bid openings for October 27 at 1:30 p.m. at PHIVOLCS headquarters on the University of the Philippines Diliman campus.
Two requests, one ground-deformation monitoring function
Tiltmeters measure small changes in the angle of the ground. Such measurements help scientists monitor ground deformation, including changes associated with volcanic activity, and can contribute to broader geohazard assessment.
PHIVOLCS identifies both purchases as direct contracting. The published notices request price quotations or pro forma invoices; they do not announce winning suppliers or completed purchases.

What remains unconfirmed
The combined ₱12.1 million is an approved-budget ceiling for the two requests, not a contract award, committed expenditure or proof that instruments have been delivered or installed. The notices do not specify deployment sites, instrument quantities or prospective suppliers.
The scheduled October 27 bid openings are the next stated procurement milestones. Any subsequent award, delivery, installation or operational commissioning would require separate verification.
Why it matters for geohazard preparedness
Monitoring ground deformation can help scientists interpret changes in potentially hazardous volcanic and geological systems. Additional or replacement instruments may support observation capability, but the requests alone do not establish increased monitoring coverage or a new operational installation.
WVF has also covered other PHIVOLCS technical procurements, including a proposed bi-axial shake-table system and seismic and tsunami monitoring equipment. These are separate procurements with different technical purposes.
