Metro Manila’s disaster preparedness efforts took a significant step forward this week as government agencies officially completed the region’s updated earthquake contingency plan — a move seen as essential amid a string of recent natural calamities across the country.

The announcement was made during a ceremony led by the Metropolitan Manila Development Authority (MMDA) together with the Department of the Interior and Local Government–NCR and the Office of Civil Defense–NCR. Officials emphasized that the newly refined plan strengthens the capital’s readiness for a major seismic event, one of the most persistent threats facing the densely populated region.

Crisanto Saruca, lawyer and officer-in-charge of the MMDA Public Safety Office, highlighted the importance of unified action in disaster risk reduction. Representing MMDA Chairman and Metro Manila Disaster Risk Reduction and Management Council head Romando Artes, Saruca said the coordinated work between agencies reflects the region’s commitment to improving both emergency response and recovery operations.
He noted that the recent earthquakes felt in Davao and Cebu, along with the series of typhoons that have swept through the country, serve as stark reminders of how unpredictable and destructive natural hazards can be. These events, he said, reinforce the urgency of having a robust and continually updated disaster plan for the NCR.
Saruca expressed gratitude to the various stakeholders involved, acknowledging their dedication to strengthening disaster resilience across Metro Manila’s cities and communities. According to him, the new plan stands as a reaffirmation of a shared mission: to protect lives, safeguard communities, and ensure that essential services can continue even in the aftermath of a major disaster.
“Let us move forward with the promise that we will be ready, stay safe, and inspire others,” he said, underscoring the importance of preparedness as a collective responsibility.
With this updated contingency plan now in place, authorities hope to set a stronger foundation for Metro Manila’s disaster readiness — an effort that continues to evolve as climate and seismic risks become increasingly complex.
