QUEZON CITY — The Philippine Institute of Volcanology and Seismology has opened two direct-contracting procurements worth a combined ₱14.2 million for a portable broadband seismic system and Earthworm autodetection software.

PHIVOLCS published both requests for proposal on October 5, 2026. The larger package, PR No. 420260906685, carries an approved budget of ₱11.2 million for a Portable Broadband Seismic System. A second package, PR No. 520260906676, has a ₱3-million approved budget for Autodetection Software — Earthworm.

Proposal opening for both procurements is scheduled for October 20, 2026 at 1:30 p.m. at the PHIVOLCS Building in UP Diliman, Quezon City.

The new requests come as PHIVOLCS continues a broader 2026 buildout of seismic and tsunami monitoring capability. WVF previously reported on the agency’s ₱133.6-million seismic and tsunami monitoring procurement cluster and a separate ₱3-million tender to rehabilitate seismic-monitoring stations in Calayan and Cauayan.

Portable field monitoring and automated detection

The Portable Broadband Seismic System procurement points to field-deployable seismic observation capability, while the Earthworm autodetection software package concerns automated earthquake-detection processing. Together, the two procurements could strengthen how PHIVOLCS collects and processes seismic information.

That potential matters because PHIVOLCS earthquake bulletins depend on incoming data from the Philippine Seismic Network. Additional field instrumentation can expand observation capability during targeted deployments, while automated detection tools can support faster processing of seismic signals.

WVF has also tracked PHIVOLCS investments in regional seismic-monitoring capacity and the agency’s wider push to strengthen earthquake and tsunami monitoring in the Philippines.

No award or deployment site has been announced

Both October 5 notices are requests for proposal under direct contracting. Neither package has been awarded.

The PHIVOLCS notices also do not identify where the portable broadband system would be deployed, where the Earthworm software would be installed, or what specific operational network or project would receive the equipment and software.

PHIVOLCS states that it may reject proposals, declare a failure of bidding, or cancel or terminate the procurement process before contract award in accordance with procurement rules. Any contract award, delivery, installation or operational deployment should therefore be treated as a separate development requiring its own verification.
