MANILA — The Philippine Institute of Volcanology and Seismology has opened a ₱3-million procurement for the repair and rehabilitation of two satellite-telemetered seismic stations in Northern Luzon.
The invitation to bid, posted September 29 under Purchase Request No. 520260906747, covers PHIVOLCS stations on Calayan Island, Cagayan, and in Cauayan, Isabela.
Bid schedule runs through October 20
PHIVOLCS scheduled a pre-bid conference for October 7 at 1:30 p.m., with the deadline for bid submission set for October 20.
The procurement requires the rehabilitation work to be completed within 120 calendar days after the notice to proceed.
Why these stations matter
Satellite-telemetered seismic stations form part of the monitoring infrastructure used by PHIVOLCS to detect, locate and assess earthquakes. Maintaining that network is important because official earthquake information depends on reliable station coverage and timely transmission of seismic data.
WVF has previously tracked broader investments in the country’s earthquake-monitoring system, including the PHIVOLCS Visayas Cluster Monitoring Center and earlier calls to strengthen earthquake and tsunami monitoring infrastructure in the Philippines.
Rehabilitation supports Northern Luzon monitoring
For Northern Luzon, rehabilitating the Calayan and Cauayan stations could help sustain the regional station network used to support earthquake detection, event location and assessment.
That monitoring capability also supports emergency decision-making by providing the authoritative seismic information that government agencies, local governments, media and the public rely on after felt or damaging earthquakes.
Active procurement, not yet an award
The September 29 notice is an invitation to bid. It does not establish that a contract has already been awarded or that rehabilitation work has begun.
The notice also does not describe the stations’ present operational condition or identify the specific components that require repair. The project should therefore be described as an active procurement for station rehabilitation, not as evidence that either site is currently offline or non-functional.
