MAKATI CITY — The City of Makati has advertised a ₱24,801,608 consultancy procurement for engineering design services covering structural retrofitting and utility-systems enhancement of Makati City Hall Building I. The request for expressions of interest was published on October 29, 2026, according to the official Philippine Government Electronic Procurement System (PhilGEPS).
The solicitation is an early-stage engineering-design effort, rather than an award for physical building works. The PhilGEPS notice, reference 13315643, lists the procurement as public bidding for consulting services under solicitation BS26-10-0984.

What Makati is seeking
The formal project title is Engineering Design Services for Structural Retrofitting and Utility Systems Enhancement of Makati City Hall Building I. Its scope, as described in the notice, combines planned structural-retrofit engineering design with utilities-related improvements to the existing government building.
Structural-retrofit design can help engineers evaluate potential interventions to improve an existing structure’s performance under expected loads, including seismic demands. However, the notice itself does not disclose a completed structural assessment, the building’s current seismic rating, the particular strengthening methods to be selected, or the detailed utility systems to be upgraded.

Why a public-building retrofit design matters
Government facilities can play an important role in public administration and coordination during disasters. Investigating how an older public building could be strengthened and how its utility systems might be improved can be relevant to continuity planning—but actual improvements depend on qualified assessments, completed design work, later procurement and construction.

What has not yet happened
The October 29 advertisement establishes a request for design consultancy expressions of interest and the associated shortlisting timetable. It does not establish the appointment of a consultant, the delivery or approval of structural-retrofit designs, a construction contract, completed utility upgrades, physical retrofit works, or any independent determination about the building’s present safety.
