Reporting period: October 24–30, 2026

Focus: Seismic Activity and Public-Building Readiness

Executive Summary

Philippine earthquake preparedness during October 24–30 was shaped by renewed M5.0+ seismic activity in the south, school-readiness work in Mindanao, and a new cluster of public-building assessment and retrofit-design procurements.

On October 29, PHIVOLCS recorded a concentrated offshore sequence east and northeast of Lingig, Surigao del Sur. The strongest event was finalized at Mw5.9 at 11:19 AM, with Intensity V reported in Lingig. A separate M5.7 event occurred about two minutes earlier (at 11:17 AM), while the 3:31 PM event was later finalized at Mw5.5 and identified by PHIVOLCS as an aftershock of the Mw5.9 earthquake.

In Mindanao, DepEd’s M7X Ready School Program orientation introduced a 100-point school self-assessment tool intended to help schools identify earthquake-readiness gaps. In Metro Manila, Makati advertised a ₱24.801-million engineering-design consultancy for structural retrofitting and utility-systems enhancement of City Hall Building I.

Earthquake Activity This Week: the current reconciled count for October 24–30 is 6 Philippine earthquakes of Magnitude 5.0 or greater: two on October 28 and four on October 29. The count uses the latest PHIVOLCS parameters available at preparation time and treats bulletin revisions as updates to the same physical event, not new earthquakes.

30-Second Takeaway

  • PHIVOLCS recorded a Mw5.9 offshore Lingig earthquake on October 29, alongside a separate M5.7 event and a later Mw5.5 aftershock.
  • DepEd brought the M7X Ready School Program to Mindanao with a 100-point earthquake-readiness scorecard.
  • Makati advertised a ₱24.801-million retrofit-design consultancy for City Hall Building I.
  • Sarangani suspended in-person classes and government work to allow post-earthquake safety inspections after the October 28 shaking.
  • The current weekly total is 6 M5.0+ Philippine earthquakes for October 24–30.

Top Developments

WVF coverage of the October 29 Mw5.9 earthquake offshore Lingig, Surigao del Sur.
The October 29 offshore Lingig sequence included a Mw5.9 main event and later Mw5.5 aftershock.

1. Offshore Lingig Sequence Produces Mw5.9, M5.7 and Mw5.5 Events

PHIVOLCS finalized the strongest October 29 offshore Lingig earthquake at Mw5.9, 109 km N62°E of Lingig, Surigao del Sur, at 2 km depth. Reported intensity reached Intensity V in Lingig. PHIVOLCS expected no damage from the event but expected aftershocks.

A separate event at 11:17 AM was later raised to M5.7 in Bulletin 2. At 3:31 PM, another event was finalized at Mw5.5; PHIVOLCS later explicitly identified it as an aftershock of the Mw5.9 earthquake.

Preparedness implications: Closely spaced events can create confusion when preliminary automatic solutions are revised. For public communication, the latest PHIVOLCS bulletin for each physical event should control magnitude, depth, location and sequence attribution.

WVF coverage of the DepEd M7X Ready School Program Mindanao orientation and 100-point earthquake-readiness scorecard.
DepEd’s M7X Ready School Program uses a 100-point self-assessment tool to identify school earthquake-readiness gaps.

2. DepEd Brings M7X Ready School Program to Mindanao

DepEd’s Disaster Risk Reduction and Management Service brought the M7X Ready School Program to the Mindanao cluster through an orientation in Tagum City. The program uses a 100-point school self-assessment scorecard designed to help identify preparedness gaps and guide earthquake-readiness improvements.

The available report describes an orientation and assessment mechanism. It does not establish completed school assessments, structural upgrades, a verified school count or a disclosed program budget.

Preparedness implications: A standardized readiness scorecard can give school administrators a repeatable way to identify operational weaknesses, but the value of the program will depend on completed assessments and funded corrective actions.

WVF coverage of Makati City Hall Building I retrofit-design consultancy.
Makati advertised engineering-design services for structural retrofitting and utility-systems enhancement of City Hall Building I.

3. Makati Opens ₱24.801-Million City Hall Retrofit-Design Consultancy

The City Government of Makati advertised a ₱24,801,608 consultancy for engineering-design services covering structural retrofitting and utility-systems enhancement of Makati City Hall Building I. PhilGEPS lists November 5 for submission and opening of short-listing documents.

This is a design consultancy solicitation, not a construction award or completed retrofit. The approved budget is a procurement ceiling and does not establish actual expenditure.

Preparedness implications: Retrofit design is an upstream step toward strengthening an existing public building, but physical risk reduction depends on the eventual design, funding, construction procurement and completed works.

Government Preparedness

Sarangani Suspends Classes and Government Work for Post-Quake Inspections

Following the October 28 shaking, the Provincial Government of Sarangani was reported to have suspended in-person classes at all levels and government-office work to allow safety inspections and damage assessments. Emergency, medical, law-enforcement, public-safety and disaster-management personnel were reported exempted from the suspension.

The suspension should not be read as proof that damage was found. At preparation time, the underlying provincial advisory and completed inspection findings were not independently available in the weekly intelligence record.

Research & Monitoring

Public-Sector Structural Investigation and Seismic Assessment Procurements Expand

Several current procurement actions point to continuing demand for structural investigation and seismic assessment. Quezon City advertised a ₱1.0495-million consultancy for structural investigation, seismic assessment and retrofit design for Batasan Hills Elementary School. Infanta, Quezon opened an ₱800,000 structural-investigation and assessment consultancy for the Korean Building at its Government Service Complex.

These are procurement-stage actions. Neither notice establishes completed assessments, confirmed deficiencies or physical retrofit work.

Batangas Medical Center Keeps ₱78-Million Retrofit Package in Procurement

Batangas Medical Center maintained an active GAA 2026 procurement package with a combined ₱78-million approved budget covering completion of the third-floor O.B. building, public-toilet renovation, structural retrofitting, a link bridge and power-supply upgrades. The notice listed bid submission and opening for October 27 and a 240-calendar-day completion period after a future notice to proceed.

The ₱78 million covers the combined package and is not a separately priced retrofit amount. No award, contractor, construction start or completed seismic strengthening is established by the notice.

  • October 29 — Mw5.5, 128 km N63°E of Lingig, 32 km deep. PHIVOLCS identifies this as an aftershock of the Mw5.9 event.

PHIVOLCS’s current October 30 list showed no additional M5.0+ Philippine event at preparation time. Because earthquake parameters can be revised, WVF uses the latest available PHIVOLCS bulletin for each physical event and does not count bulletin updates as separate earthquakes.

Community Preparedness

M7X Ready Brings School Self-Assessment to Mindanao

The Mindanao M7X Ready orientation emphasized school-level self-assessment rather than waiting for a damaging event to reveal preparedness gaps. The scorecard approach is intended to help schools identify weaknesses in plans, systems and response readiness.

Western Visayas Links Shaking Awareness With Saturated-Ground Risk

OCD Western Visayas urged local disaster councils to identify landslide-prone areas, conduct local risk assessments and consider preventive evacuation where warranted, citing recent Sibalom shaking alongside saturated ground conditions. The guidance did not establish that an earthquake caused a landslide.
