MANILA — The Department of Public Works and Highways has opened another school-retrofitting contract under the World Bank-backed Philippines Seismic Risk Reduction and Resilience Project, this time covering two selected public-school buildings in Manila City.

Contract Package 11, identified as Contract 26Z00011 and procurement reference PH-DPWH-PSRRRP-CW-CP11 / OP00471520, covers seismic upgrading and multi-hazard and functional improvements to the two buildings.

The invitation to bid provides a 396-calendar-day construction period. Bids are due at 10:00 a.m. on October 20, 2026.

Package 11 follows another five-building Manila package

Package 11 follows Contract Package 10, another active PSRRRP procurement covering five selected public-school buildings in Manila. Package 10 also closes on October 20.

Together, Packages 10 and 11 place seven additional Manila public-school buildings into active procurement for strengthening, seismic upgrading and related multi-hazard improvements.

The two packages are separate contracts and will need to be tracked independently through bidding, evaluation, award and construction.

The new procurement extends the school-retrofitting pipeline WVF has been tracking under the PSRRRP. Earlier packages covered 21 public-school buildings in Taguig and Manila under Packages 5–7, while Package 8 added three selected public-school buildings in Las Piñas.

Package 11 is financed under IBRD Loan No. 9251-PH for the Philippines Seismic Risk Reduction and Resilience Project, which includes retrofitting and strengthening selected public buildings against seismic and other hazards.

Why it matters for earthquake preparedness

Package 11 is a direct structural-resilience project: the work is specifically for strengthening and seismic upgrading of public-school buildings, with additional multi-hazard and functional improvements.

Its significance is therefore in the continued expansion of actual retrofit procurement in Metro Manila, rather than in a new drill, policy announcement or preparedness campaign.
