Pastrana, Leyte Moves to Seismically Evaluate Its Municipal Building

PASTRANA, LEYTE — The Municipality of Pastrana has opened an active consulting procurement to investigate the structural condition and seismic performance of its municipal building, moving beyond routine preparedness into a technical assessment of an existing government facility.

According to the Philippine Government Electronic Procurement System (PhilGEPS), the project is titled “Structural Investigation Through Non-Destructive Testing and Seismic Evaluation of Pastrana Municipal Building.” It carries an approved budget of ₱500,000 and is identified as BAC-CONS-2026-001.

The notice was published on September 5, 2026. PhilGEPS currently lists the opportunity as Active, with bids due on September 30 at 10:00 a.m. The consultancy has a stated contract duration of 67 calendar days.

What the municipality is commissioning

The procurement covers a structural investigation, non-destructive testing and seismic evaluation of the municipal building. In practical terms, this is a diagnostic stage: engineers are being engaged to examine the building’s actual condition and assess how it may perform under seismic loading before any strengthening decision is made.

The PhilGEPS notice does not state that the building has been declared unsafe, nor does it say that a retrofit contract has already been approved. The current procurement is for professional evaluation and testing.

The process is being handled as a consulting-services procurement. The published schedule called for shortlisting from September 14 to 18, followed by bid submission on September 30, negotiation on October 2, bid evaluation on October 5 and post-qualification on October 6. The public notice does not provide the outcome of the shortlisting stage.

Why this matters for earthquake preparedness
