QUEZON CITY — The Philippine Institute of Volcanology and Seismology (PHIVOLCS) has opened three competitive procurement invitations under the 2026 General Appropriations Act, totaling ₱71.25 million in approved contract budgets for geodetic, terrain-mapping and seismic investigation instruments.

The invitations, posted October 9, 2026, cover ₱54.45 million for GNSS receivers and accessories (Purchase Request 320260906660), ₱7 million for a terrestrial LiDAR system with GNSS RTK base-station and rover equipment (320260706594), and ₱9.8 million for a seismic-reflection instrument (520260906746).

Three equipment requests share November 3 bidding deadline

PHIVOLCS made bidding documents available from October 12. Each invitation schedules a pre-bid conference for October 20 at 1:30 p.m. and sets the deadline for bids at November 3 at 1:30 p.m., followed by bid opening. The notices state that delivery is required within 60 calendar days after a notice to proceed, should contracts eventually be awarded.

Potential applications in hazard monitoring and investigation

GNSS receivers are used for precise positioning and can support the measurement of ground movement over time. Terrestrial LiDAR and GNSS RTK equipment can capture detailed terrain and surface geometry. Seismic-reflection instruments help investigate the structure of materials beneath the ground.

These are potential applications based on the types of instruments listed. The invitations do not identify deployment locations or confirm that the three purchases belong to one formally designated parent project.

Procurement notices are not completed acquisitions

The ₱71.25-million total is the sum of three approved-budget ceilings, not a contract award, an expenditure, an installation or a verified increase in operational monitoring capacity. Bid evaluation, awards and implementation would be separate developments requiring verification.

WVF recently reported on PHIVOLCS’ ₱12.1-million tilt-monitoring requests and an earlier seismic and tsunami monitoring procurement cluster. The present three requests are distinct competitive procurements.
