MANILA — The Southeast Asia Disaster Risk Insurance Facility (SEADRIF), the Philippine Department of Finance and Gallagher Re have signed a €2.046-million grant agreement with the InsuResilience Solutions Fund to support the development of a sovereign disaster risk financing program for the Philippines. The agreement was announced on November 4, 2026.

The program, coordinated with the government through the Bureau of the Treasury, will fund work on a proposed sovereign insurance solution, improvements to public-asset risk information, and technical capacity building. The grant is for program development: no completed sovereign insurance product, active coverage, coverage limit or insurance payout is established by the announcement.

Three areas covered by the grant

  • Sovereign disaster insurance design: develop a financing mechanism intended to provide rapid, predictable funding following qualifying disasters, potentially complementing existing indemnity cover with an index-based approach
  • National Asset Registry System: improve government asset data, risk analytics and capabilities that support public financial decisions
  • Institutional training: strengthen technical capabilities in government agencies responsible for disaster risk financing and public financial management

The signed agreement involves SEADRIF, the Department of Finance and Gallagher Re with the InsuResilience Solutions Fund. The signatories and grant objectives are stated in matching SEADRIF and ISF releases dated November 4.

How the proposed coverage is intended to work

The announced program seeks to help the national government obtain liquidity after disasters through prearranged risk-transfer arrangements. The funders describe a planned index-based solution complementing existing indemnity insurance, with a particular emphasis on maintaining essential public services such as education and healthcare following disruptions.

The official releases do not specify the insurance premium, payout triggers, policy inception date, coverage amount, covered agencies, or which hazard events would qualify under a future policy. These details remain to be developed and should not be presented as finalized commitments.

Government asset information and financial preparedness

The project also includes development of the National Asset Registry System (NARS). Better public-asset records and risk information are intended to support assessments of government exposure and decisions about disaster financing. The grant’s €2.046-million value is program funding, not the amount of prospective insurance coverage or a disaster-response payout.

Why it matters to WestValleyFault.com

Earthquakes can damage public buildings and interrupt education, healthcare and other government services. The SEADRIF–ISF program addresses the government’s ability to arrange financing for recovery after disasters, while the asset registry work concerns records used to evaluate public-infrastructure exposure. The announcement does not verify that the proposed policy already provides earthquake coverage.
