MANILA — The Department of Public Works and Highways has opened bidding for Contract Package 8 under the World Bank-backed Philippines Seismic Risk Reduction and Resilience Project, adding three selected public-school buildings in Las Piñas City to the current school-retrofitting procurement.

The invitation was published on September 27, 2026. The package is identified as Contract ID 26Z00006 and procurement reference PH-DPWH-PSRRRP-CW-CP8.

According to the procurement notice, the works cover strengthening and seismic upgrading, including multi-hazard and functional improvements, for the three school buildings. The planned contract period is 487 calendar days.

A pre-bid conference is scheduled for October 6. Bids are due and scheduled to be opened on October 20, 2026 at 10:00 a.m.

Package 8 extends the school-retrofitting rollout to Las Piñas

The Las Piñas package follows Contract Packages 5–7, which cover 21 public-school buildings in Taguig and Manila.

Package 5 covers 13 buildings in Taguig City, Package 6 covers seven buildings in Manila, and Package 7 covers one additional Manila school building. With the three buildings under Package 8, the currently identified Packages 5–8 now cover 24 public-school buildings across Taguig, Manila and Las Piñas.

The new package is therefore a separate procurement development from the earlier Manila and Taguig notices, expanding the active PSRRRP school-retrofitting pipeline into another Metro Manila city.

Why it matters for earthquake preparedness

Contract Package 8 is specifically for strengthening and seismic upgrading, placing it directly within the structural-resilience side of earthquake preparedness rather than general disaster-readiness spending.

The package forms part of the Philippines Seismic Risk Reduction and Resilience Project, which is intended to reduce seismic risk in selected public buildings in Metro Manila. Its inclusion of three Las Piñas school buildings shows the current procurement program broadening beyond the Taguig and Manila packages already opened earlier in September.

DPWH has also been expanding its technical capacity for this type of work. Earlier this month, more than 2,300 DPWH engineers were reported to have undergone training in seismic retrofitting of public buildings, providing wider institutional context for the current school-strengthening packages.

Packages 5–7 have reached bid opening, but no award has been verified

The earlier Packages 5–7 had a September 29 deadline and scheduled bid opening. As of September 30, WVF has not identified an official award notice or verified contractor-selection result for those packages in the sources reviewed.

The September 29 bid opening is therefore treated as a procurement milestone, not as confirmation that any of the earlier contracts have already been awarded.

Contract Package 8 remains at the bidding stage, with its own October 6 pre-bid conference and October 20 bid deadline and opening still ahead.
