ORANI, BATAAN — The Municipality of Orani has opened a consulting-services procurement to prepare its 2027–2032 Enhanced Local Disaster Risk Reduction and Management Plan together with dedicated plans for earthquakes, fires and floods.

The PhilGEPS invitation was published on October 2, 2026 under Solicitation No. LGU ORANI 2026-10-031 and PhilGEPS Reference No. 13267466. The approved budget for the contract is ₱910,000, funded from Orani’s 2026 General Fund.

The procurement calls for a 45-day consulting contract. A pre-bid conference was scheduled for October 8 at the Orani Municipal Building, while bids are due by 10:00 a.m. on October 20.

The move adds Orani to a wider pattern of LGUs strengthening formal disaster-planning systems; WVF recently covered Baguio’s 2027 disaster plan with geohazard mapping and structural repairs.

Orani is seeking both a multi-hazard plan and hazard-specific plans

The procurement title calls for the development and crafting of the municipality’s enhanced LDRRM plan for 2027–2032 as well as separate plans for earthquake, fire and flood hazards.

That distinction matters because a general multi-hazard plan can establish the municipality’s overall disaster-risk framework, while a hazard-specific earthquake plan can potentially go deeper into issues such as command arrangements, evacuation, emergency communications, resource deployment and continuity measures. The PhilGEPS notice, however, does not disclose the earthquake scenario, technical methodology or detailed deliverables that the selected consultant will be required to produce.

Another relevant example is Quezon City’s requirement for evacuation plans in earthquake-hotspot barangays, which shows how local planning can become more specific when seismic risk is treated as an operational problem rather than only a generic hazard category.

Why a dedicated earthquake plan can matter

Earthquakes can create simultaneous demands on local government: damaged roads and buildings, disrupted communications, mass evacuation, medical needs, search and rescue, fire outbreaks and continuity problems across essential services.

A dedicated municipal earthquake plan can provide a framework for how those functions are organized before a damaging event occurs. It can also define who has authority to make decisions, how emergency information moves, where resources are staged and how response operations are sustained if normal systems are disrupted.

The importance of connecting planning with actual operational decisions is also reflected in the NDRRMC’s rules for pre-disaster evacuation, infrastructure protection and anticipatory action.

This is still an active procurement

The PhilGEPS record lists the opportunity as active. The notice represents a procurement for consulting services—not a completed, approved or adopted disaster plan.

It also does not identify the consultant that will eventually carry out the work, the detailed earthquake scenario to be used, the methodology for risk analysis, the final plan structure or any implementation funding that may follow once the planning work is finished.

WVF will treat any contract award, completed plan, formal adoption or subsequent funding for implementation as separate developments requiring their own verification.
